Many Americans are pinching pennies, exhausted by high prices and stubborn inflation. The well-off are spending with abandon.
The top 10% of earners--households making about $250,000 a year or more--are splurging on everything from vacations to designer handbags, buoyed by big gains in stocks, real estate and other assets.
Those consumers now account for 49.7% of all spending, a record in data going back to 1989, according to an analysis by Moody’s Analytics. Three decades ago, they accounted for about 36%.

India’s Maha Kumbh pilgrimage is drawing to a close after hosting more people than the population of the United States over six weeks.
As India has promoted religious tourism, the pilgrimage has swelled. Initial estimates suggested that more than 400 million people would visit, but in recent days, officials, who billed it as the largest gathering on Earth, say the number of pilgrims is likely to be around half a billion by the time it ends on Feb. 26.
Officials have been using train and airport arrivals, cellphone tower traffic and video footage to reach their estimates.

Ukraine said on Wednesday that it had reached a framework agreement with the United States on jointly developing Ukraine’s natural resources including rare earths, critical minerals, oil and gas.
Kyiv sees the deal as vital to keeping Donald Trump engaged, after the U.S. president sided with Russia in the war during his first weeks in office.
According to the agreement, Kyiv would hand some of the revenue from its mineral resources to the United States, but it has received no U.S. security guarantees in return.

(2/28：参照）Trump Reverses Course on Venezuela, Revoking Chevron Oil License
President Trump said Wednesday he was revoking a Biden-era license allowing Chevron to produce oil in Venezuela over what he said was strongman Nicolas Maduro’s failure to assist in deporting migrants.
The move is a reversal of the administration’s monthlong rapprochement with Maduro and appears to be a setback for Chevron, the U.S. oil company that former President Joe Biden granted an exception to American sanctions to pump in Venezuela in 2022.
Trump didn’t mention Chevron but said on his social-media platform, Truth Social, that he was canceling a Nov. 26, 2022, license, which is when the company got its concession.

Warren E. Buffett, the famed investor known for his enthusiasm for undervalued stocks and businesses, is feeling bullish these days about a traditionally staid investment: Treasury bills.
The cash stockpile held by Berkshire Hathaway, his sprawling multinational conglomerate, rose past $334 billion at the end of last year, including $286 billion in short-term Treasuries.
The conglomerate more than doubled its Treasury holdings from a year earlier, thanks in part to the cash generated by selling a big chunk of its stake in Apple.
